Twilight Sparkle looks very charming and refined as she enjoys a little boat ride. The laced gloves are adorable, as is the parasol that diffuses the light across her head and mane so perfectly. She'll no doubt catch the eye of some romantic young French Saddle Pony who will do his utmost to convince her to stay there with him.
Until Twilight sees a pony trapped in an invisible box and she uses her full magic to save her... because she never said she was a mime. And then Twilight will ask him why, with all the breads they have there, she can never find that soft white pre-sliced stuff because it's her favorite. Ditto with the cheese. Then her paramour will put Twilight on the first boat back to Ponyville.
I really like how this piece seems to be driven more by the silhouette than by the details, with the only thing "standing out" being the eye. It has a really unique effect and makes the picture look absolutely beautiful.
